Volunteers

Volunteers are an important resource for the University of South 皇家华人. Not only do they add to the vitality of life on campus, they also make valuable contributions to the success of our students, faculty, staff and the entire 皇家华人 community.

The university encourages community members and students to donate their time and expertise as volunteers with 皇家华人. Departments and divisions are encouraged to explore all avenues of community involvement through the use of volunteers.

Please take the time to carefully review the guidelines as these have been updated to provide specific information such as: definition of a volunteer, restrictions on use of volunteers, applicability of State Law, responsibilities of the department and volunteer, volunteer benefits, termination of volunteer services, and record keeping requirements.

Departments hosting volunteer opportunities are required to have the selected volunteer complete both a form and a form. These completed forms must be returned to the Division of Human Resources for review and approval prior to the start of the volunteer services. Volunteer appointments are approved for a maximum of 12 months within the University鈥檚 academic year. A will be required if extending a volunteer appointment beyond the time period originally approved. Completed forms can be submitted electronically via email at volunteerservice@usf.edu for Tampa volunteers, sar-sarasotahr@usf.edu for Sarasota-Manatee volunteers, and stp-hr@usf.edu for St. Petersburg volunteers. If you choose to submit hard copies of the completed forms, our office is located in the Student Services Building, SVC2172 (Tampa), SMC B116 (Sarasota-Manatee), and BAY206 (St. Petersburg). Post-Retirement Volunteer Services

FRS Retirees may participate in Post-Retirement Volunteer Services to provide civic, charitable, and humanitarian services during the first 6 calendar months following Retirement, provided that the Post-Retirement Volunteer Services meet the following criteria:

  1. Before the date of retirement, there was no agreement or understanding between the University and the FRS Retiree that the FRS Retiree would provide any services to the University.
  2. Neither the University nor any third party may provide any form of compensation, including cash equivalents, to a volunteer for his or her services.
  3. Employee benefits provided to active employees, including health or life insurance benefits, may not be provided in exchange for Post-Retirement Volunteer Services. However, a volunteer may be provided certain perquisites that are necessary for completing tasks associated with volunteer activities, such as an assigned uniform or the provision of equipment.
  4. The number of volunteer hours per week, including training hours, is limited to no more than 20 percent of the number of hours the volunteer was expected to work per week before his or her date of Retirement.
  5. There must be a clear distinction between the Post-Retirement Volunteer Services and the duties of an employee. An assessment of the totality of the previous duties and comprehensive nature of the previous role will be considered when evaluating the Post-Retirement Volunteer Services.
  6. The volunteer must maintain control of their volunteer schedule, including the number of hours volunteered and the number and type of assignments for which they agree to volunteer.
  7. The volunteer and the University are both required to maintain adequate records, to document adherence to the criteria listed in this subsection, including, but not limited to, detailed tracking of volunteer hours. The records must be made available to appropriate administrators upon request.

How to Apply

Work with your college or department to ensure a post-retirement volunteer program is available, then submit an application . A team member will review your application and determine eligibility.

Key Rules and Considerations: 

  • No Compensation: Volunteers cannot receive any form of compensation, including cash, gift cards, or employee benefits like health or life insurance. However, items necessary for the role, such as uniforms or equipment, may be provided.
  • Limited Volunteer Hours: Volunteers may work up to 20% of the weekly hours they worked before retiring.
  • Clear Separation from Employment: A clear distinction between the Post-Retirement Volunteer Services and the duties of an employee is required.
  • Record-Keeping: Both the volunteer and department must maintain accurate records of the services performed. These records must be available for administrative review if needed.
  • Retirees must confirm their eligibility with the 皇家华人 Retirement System before starting volunteer work.
  • It鈥檚 the retiree鈥檚 responsibility to ensure that their volunteer work complies with the law, especially regarding retirement benefits.

How to Create a Post-Retirement Volunteer Program

If your department is interested in establishing a post-retiree volunteer program, here is how to start:

  1. Outline Program Details: Define the roles, responsibilities, and ensure that the assignment does not align with duties that are compensated.
  2. Contact volunteerservice@usf.edu with the details of the program.
  3. Ensure your program complies with all state and university regulations regarding volunteer services. Review guidelines .
